The Icon Tool at /chroma-preview is public. Drop a chromakey screenshot, pick fuzziness and stroke, export 256 / 512 / 1024. No plan gate on that page.

Inside the panel, auto-building a shop thumbnail, wheel slice, or banner from that pipeline is Plus (image_gen). Manual upload works on Free. The Workshop mod DD_ChromaStudio is listed under Required mods because that's how a lot of people take the screenshot; the Worker does the cutout, not the game.
